Vacuum is only used to control the air intake and panel or floor settings. Doesn't have control over the heater core temp. per your other thread. Sorry...
But for a test, there is a large difference in vacuum between idle and WOT. Idle is higher vac than WOT. See what happens between idle and 1/2 throttle.

As long as the rpms are up it gets warm air maybe 70-75.

Does the panel selector work as designed?
Still sounds like low coolant flow or blend door. Low flow can be caused by low coolant or blocked restrictor.
