Not a good idea to us tap water on todays cars. It will conduct electricity and through electrolysis eat up your radiator and heater cores. That may be one reason they are bypassed.

Nah, just a cheaper way to manufacture using those compression fittings. Some barbed T's and hose clamps and you're on your way.
