Helicoil problem

Ok so I bought a used 5.4 off of a guy on craigslist he said the motor had a blown head gasket so I hoped it was a good deal for only having 145k. Well after having the heads cleaned and inspected and pressure tested one head was in good shape. The other one there was a helicoil put in the spark plug hole but it was installed wrong.

My question is can that be fixed or did the guy screw that head up? The machine shop said they couldn't fix it. So should I get another head or what?

Also my engine block is there and getting cleaned and bored .030 over so how much if any power and torque gains can I expect with that alone?

A good shop should be able to fix that hole and retap it. Might be a little expensive for a good job though. Check a few of the cylinder head exchanges. I've used Dover in Atl in the past without a problem. There are many out there, shop around.
What is wrong with the current fix?

I think it would too so I'm gonna check the local machine shops around and see if they can do it since one told me they couldn't.
