I get an intermittent gross evap leak,
coincidentally, i found this under the hood...

What does this part do?
There is also a tube connected to it, which has melted off from direct contact with the engine.

EVAP Purge Valve. Sometimes called vapor canister purge valve. Evaporated fuel vapor from the fuel tank is stored in the charcoal canister. The purge valve opens to suck the vapors into the motor when engine operation meets a certain threshold. Look up Ford EVAP Syetem.

Your melted tube is the cause of the EVAP code.

alright, but what is the melted tube? its not part of the evap canister/intake itself.
i keep thinking its a vacuum line, but the tiny size keeps throwing me off.

its also not pictured on the parts diagram posted above

How big do you think vacuum lines are? The more volume they have, the more air needs to be vacuumed out.
