Is it the GEM Module?

My car won't start but also my lights are clicking on and off. I hear also a clicking from the fuse box. It's my battery relay that's clicking. The battery is fine I took it Auto Zone and its charged. If it is the GEM do I need to have it programmed.

Just experienced something similar- although I didn't notice any lights clicking on and off. It was my starter relay on my firewall. If you put your key in the ON position, you can use a screw driver to jump the terminals on the starter relay to start the engine.

check your wiring and grounds Using a volt meter check the battery voltage and check to see if your getting 12 volts to the starter

You say the battery relay is clicking. Is that the battery relay in the under dash fuse block or the fuse block in the engine compartment? Also the lights going on and off tend to indicate a bad ground. Normally a bad starter or bad battery would just cause the lights to dim and the rely wouldn't be clicking.

Take the neg battery terminal off the battery and using an ohm meter check the resistance from the clamp to a good ground on the engine Post the reading

What year Expedition are we dealing with?

What were the test results on the battery? "Good" doesn't cut it, need to know voltage and cranking amps available.
As batteries age they can lose cranking amps but still read 12.6 volts fully charged. In laymen terms they can turn into the equivalent of a moped battery.
Can you start your car with a moped battery?

So I tested the amps and its coming up negative 12.50amps.

Can't have negative amps. Should be set to volts. A negative reading on volts means the leads are on the wrong posts (swapped +/-). A 12.5v reading means the battery is at 75% of charge.

What were the load test results when the battery was tested?
