I lost my only key this past weekend and had a new one cut today, just to find out it "could not program." All electrical systems work, but the engine will not turn over at all. The buttons on the key fob work, so that portion of the programming is fine. There are no active MyKeys on the vehicle, if that makes a difference. Does anybody have any suggestions on how to fix this?

Year, make, model, key type (metal key or intelligent fob)?

I think you must have a working, programmed key to program additional keys.

You have to have 2 to add a 3rd. You cannot add a second with just one.

Did a locksmith do the work? I am curious as to how the buttons are working on the remote, but it won't start.

The PATS programming/pairing has not been completed. You need FDRS, or some other 3rd party tool that can do PATS. I cannot even mess with the PATS part of programming on newer vehicles(2013 and up), because you need a NASTF-VSP account. That costs additional money.

Have you tried Forscan. you need the license to use the key program feature: https://forscan.org/
As listed here: https://forscan.org/forum/viewtopic.php?f=6&t=1500 you need 2 keys programed for PATS to function.
I have used this on 2007 and 20014 Expeditions I don't have first hand experience on other years. I would use one of the recommended adapters, others are hit or miss on how well they function.

I believe you need 2 keys and they have to be programmed to the vehicle. I used forscan to add a second key because I only had one but nonetheless I think you need 2 keys to start and then like I lenti9ned I used forscan or a ford dealer can do it. Maybe a locksmith but I am not sure
