Locked in 4wd

Hi, I have a 1999 Expedition Eddie Bauer with the 5.4. It seems to be locked in 4wd, the ABS light is on, and sometimes when I start the truck the windshield wipers and washer pump will come on for a few seconds. I hear this is probably the GEM so I took it out and cleaned it, pulled all the fuses (all good) and replaced. There is talk of leaks causing issues but I could not see any water in the GEM or fuse box. I have been trying to figure out what actuates the front hubs (are they locked all the time?). I guess the next step is a new GEM and if that doesnt work I guess I will be looking into a new transfer case. Just hoping you guys might have some experience with this situation and might direct me better than a mechanic just quickly saying that I need a new T-case. Thanks for any help.

pull the fuse and leave it out if that doesn't work hit the electric motor with a hammer like a sturdy tap should do it

Thanks for the reply, already had the electric motor on and off twice and pulled the fuse multiple times for various amounts of time. Still no good. Motor moves freely in and out of awd, 4hi, and 4low.
