Never increase the stated fuse size for a circuit unless your willing to pay the price if something goes wrong. Worse case results would be a fire and possible loss of vehicle and or life.
Any time a fuse blows quickly there is usually "no load/resistance" on the circuit which would allow more current to flow. That in turn is what blows the fuse. In your case you have a short somewhere between the Central Junction Box and the right low beam headlamp. Wire color is Dark Green with an Orange Stripe. I'd start at the headlamp and work back towards the CJB checking for cut wires or where they touch metal. In my work most of the shorts are where the harness enters a bulkhead/metal plate or makes a directional change while run against metal.

Do you have access to a DVM?

Disconnect the headlamp connector at the bulb and see if you still pop the fuse.

Doesn't matter if the connector touches the bulb. All the bulbs I deal with are glass and don't conduct electricity. But if the connector should touch metal that is grounded then that would be your short - (short to ground).

DVM = digital volt meter

ok i will be back give me 10 min.... ok i just figured out that it was a bulb pig tail that made contact with the back of the bulb base and thats where the short occured the fix a peice of duct tape! "Disconnect the headlamp connector at the bulb and see if you still pop the fuse." the fuse did not pop after i disconnected it. They work just fine! Thank you stamp!
