I had an engine replaced in my 1997 Expedition and recently noticed this wire or hose
or whatever it is loose. I have enclosed two photo of the mystery cable/wire. Does
anyone know what it is and the function of it and where it is connected?

I'll need to look to be sure, but if my memory serves me correctly, that hose connects to the bottom of the EVAP purge valve which is attached to the firewall of the vehicle next to the brake booster assembly.
Yeah look at the bottom of that EVAP solenoid there in your bottom picture that has the zip tie on it (?) . You should find a nipple looking for a vacuum tube.
Is the nipple on the EVAP solenoid broken or something ? It should not take zip ties to retain that vacuum tube on the nipple. If you need a new EVAP control solenoid you can order one from Rock Auto.
