I have a #03 ford Expedition, Eddie Bauer with just over 200,000 miles on it. It started dying on me at stops and then even while driving down the road. The other day, I drove it to the bank and killed it and went in and when I came out, I wouldn't start. It acted like it was starving for fuel. I added fuel just in case my needle was messed up and still nothing. It turns over but that's it. Tested it and it's showing fuel not getting to the engine. Changed out the fuel pump and it's still not working. Also checked the relay and fuse. What could this be?!?! I don't know what else to check. I know it's not getting fuel?!?!

for one the fuel pump relay is part of the circuit board and isn't normally removable so I question which relay you removed and swapped with another relay

do you have the owners manual

being it fires up with starting fluid you do have spark

when was the last time the fuel filter was changed

also check to see if you have voltage at and after the fuel shutoff switch

Check fuel pressure both static and cranking. If you don't have one they can be picked up at most auto parts stores, online and Sears (where America used to shop).
You should have at least 30 psi. I think the golden figure is 35-40 psi.

You said you tested it and it shows fuel - how and with what did you test it with?
