New Key (Fob plus remote start) problems

I have a 2012 Expedition Limited. My wife lost one set of the keys. We purchased a new keyfob plus a new remote start fob. Took it to the dealer and they can't figure out how to program it to work. They said they spoke to Ford for help and Ford is telling them the "instrument cluster" is bad and they have to replace it if I want another key! That sounds insane. This car is barely 2 years old and they need to replace the instrument cluster just to program a new key? Thoughts anyone on what to do?

Did you ever figure out how to program a new remote start key fob? I am having the same issue.

Nope. I wasn't about to replace the instrument cluster just to fix one key. If you ever figure it out, let me know! Thanks.
