P2099 Turbo/Waste Gate

I recently drive from Florida to the mountains in North Carolina.
2016 Platinum EL 3.5 ECO boost 105,000 miles
When I got in the mountains the P2099 code popped up.
The truck was lumbering going up hills.
On the way back to FLA I put in 93 octane and as soon as got to the relative flat land of Florida the check engine went off and the truck ran great.
WDYT it was? Altitude, Mass Air, possibly the MAP, stuck waste gate or turbo?
Again it runs great now.

I thought that if you went to significantly higher altitudes you were supposed to use lower octane fuel. But the keywords are significantly higher otherwise use what the vehicle is rated for (87 even for the eco boost).

What fuel were you using when in the mountains? Were you using 93? That might have been the issue.
