Paint bubbling on aluminum hood fix

Anyone find a sure way to eliminate the oxidation on the good that causes the paint to bubble. I am about ready to remove the hood and sand blast that crap off and repaint the whole thing. I have sanded and removed patches of bubbled paint, primed, sanded, and repainted via airbrush the area and have tried a rust remover that said it worked on Al2O3 but i still get some oxidation after a couple of months. I might try chem film next time i patch or remove a section but does anyone have any good methods for getting rid of this bubbling paint problem.

Try using an acid etch primer over the bare aluminium followed by a 2K urethane primer. Then paint.
