Power locks.. PAIN!!

My power locks are being very stubborn. They don't want to lock. They all make an attempt but don't move much. If you continue to try to lock it, there is a buzzing sound coming from under the dash. I replaced a door lock actuator to see if that would remedy it, however that was not the case. Any suggestions?

Rods are clean and motors move fine. The locks have no problem unlocking, either by fob or door controls. I noticed that there was an ATM? Type fuse in the power distribution block for the power locks. I replaced it with the standard 30A mini fuse and as soon as I tried the locks it blew.

You have a short somewhere. Trace the wires from the rear going to the front part of the cabin. Especially under the floor carpet on the rear passenger area. Look for broken splices or chaffed wires.
