Power window fuse keeps blowing

Hi my power window/running board fuse keeps blowing with no particular set of circumstances. Can anyone point me in right direction. When not blowing everything works fine. There is a little moisture behind one of the running board lenses, could that be it?

Any pointers/ tips welcome.

its a 1999 5.4 XLT with factory running boards. When the fuse blows the running board lights, windows, interior lights and rear wiper stop working.

So it's fuse 14? Condensation in the running board lights seems like a likely cause, since it might be causing shorting. Try either drying the light, or disconnecting it to see if that solves your problem, if only temporarily. If it does, try to seal up the light so as to not getting condensation in there.

that was my thinking. Tried to remove the black bulb protection thingy under the running board but the screw just keeps on turning, is this the correct way to get to the back of the light and is there a trick to remove this protective piece?

Not sure, maybe someone with that gen Expy could answer. From a quick search, this is what one person said:
On my '99 one screw on each end of the running board lets the cover down enough to change the bulbs.
