Still pulling po460-13

I have 2015 expedition king ranch. I have a po460-13 code I have replaced the fuel level sensor and tested it now twice and am still getting the code. Not sure but my front washer pump stoped working at the same time replaced the pump still not working I can use the rear one but it won’t engage the front part I put a test light from ground to the plug and I’m getting power to it but if I go from one side to the other I only get power on the rear part not from the from the front. Is there a relay or something that may be cause me to loose my ground? I’ve replaced everything I can think of and am still getting know where any ideas on what I can do.
