First sentence notes "Wife bought a 2021 expedition max limited" so this is obviously a used 4 or 5 year car made during the height of the Covid19 epidemic and parts shortage era.

Do the fancy Expeditions really have power sunshades? Sunshades on all my plebeian Ford XLTs will open automatically when the glass retracts but require manual closing and opening otherwise.

My 2019 Limited Stealth, you can open the shade part or full separate from opening the sunroof

Yes, the fancy Expeditions or any Expedition with a panoramic roof all have power sunshades and glass.
2021 Expedition Limited models with panoramic roofs all have the buttons to open and close either the headliner shade and/or the glass, both halfway and fully, as well as making half of it tilt up. It's the same setup as my 2019 Platinum.
So, IMHO the control panel was replaced with the wrong one.

So are you saying that the factory could NOT have made a mistake ?

Hummmmm, that begs the question of why there are sooooo many recalls every year....Yes, alot of them are due to slack-assed engineering goofies, but others are due to incorrect or defective parts used in any given vehicle too...which I think qualifies as a "mistake" YES ?

Although I agree this particular case is a mystery, I would have to disagree with that other statement...

The OP bought as a used vehicle. No way previous owner would not have had the dealer take care of it IF for some reason it was delivered this way while it was still under factory warranty. Further to that the original selling dealer would have caught this at PDR.
At some point it was changed for the wrong console. Doubtful it was a Ford dealer that did it.

The OP has not stated whether he purchased it from a Ford Dealership or from a private owner or independent lot.
My guess is the OP purchased it from a private individual or independent car lot and not a dealership. This would explain the modification. If the EX was purchased from a Ford Dealership, they would have discovered it during their multi point inspection. If they missed it, they would stand 100% behind installing the proper panel.
