You should probably read the vehicle owner’s manual, whether a print edition was included, or embedded in the vehicle’s display screen or access it on line.

Went thru owners manual... it doesn't match the overhead console.... in the vehicle... and nothing else...

Wow - hopefully someone will chime in.

A little related - I bought a new 2015 Ford Expedition Limited 4x4.

The printed owner’s manual that came with it had numerous mistakes and errors, including several incorrect illustrations or pictures. I had never seen a new vehicle manual that was so full of errors.

You have the wrong overhead console if you have a sunroof.
We have a 2021 limited and this is what is in our owners manual.
The overhead console in the vehicle is identical to this.

Did you buy from an authorized Ford dealer, car lot, or private individual? I ask because you should have the buttons but you don't. This means someone changed out the overhead control panel or a factory error. I doubt the error part. I would go back to where you purchased it and ask questions. If you cannot get results, you may be able to find the correct panel at a junk yard. You can always purchase from Ford, but it will probably be expensive.
I see they are available, used, on Ebay starting around $125.00. They are over $450.00 new.

THIS!

On my 2018 manual the bulb guide was totally off. I haven't really checked what the book for my 2019 says since I wrote everything down that I reference to in the garage.

Yep, based on those pics, something is definitely goofy there, your console that has the controls for the sunroof seems to be missing, was removed for some reason, or was never installed at the factory, or like was said previously, FoMoCo moved the controls to the tablet display on the dash...

But FWIW, my '011 has a sunroof and the controls are on the same panel as the controls for the map lights, but has 3 long rectangular, black rocker switches, one rocks 1 way to tilt up the windscreen and the other way to fully open the sunroof, the other one to close them. The 3rd one is to open & close the wing windows.. I can post pics if it will help...:D

Wow!! This is weird. Gentleman we have a mystery.
Where did you purchase?
Ford dealer?
At some point in the vehicles history that console was replaced with the wrong part. Not a chance it left Kentucky Truck like that.
Pull it down and see if there are any extra wires.

I'm wondering if the sunroof track is broken and it was changed out to prevent sunroof operation. I can't think of any other reason for that control panel to be there but I'm hoping I'm wrong for the OPs sake.

A dealership sale generally would not have something like this go unnoticed. But anything goes with a regular car lot. They've caught a few lots selling flood cars around here. Private individuals can be shady as well. So if you purchased it privately or from a non-Ford dealer car lot, they could have swapped it out because the old one was faulty and they could not find the proper part.

Crusty, I'm glad you are not a bot and hope you are not offended. You have quite the scenario and I look forward to seeing the tale unfold, hopefully everything in your favor.

Used car warranty still in place?
Purchased at a Ford dealer?
Miles? Still under Ford warranty? If so tell the service advisor the sunroof doesn't work and sit back and laugh.
Does Carfax have any accident or floor reports?

So are you saying that the factory could NOT have made a mistake ?

Hummmmm, that begs the question of why there are sooooo many recalls every year....Yes, alot of them are due to slack-assed engineering goofies, but others are due to incorrect or defective parts used in any given vehicle too...which I think qualifies as a "mistake" YES ?
Gentleman we have a mystery
Although I agree this particular case is a mystery, I would have to disagree with that other statement...

The OP has not stated whether he purchased it from a Ford Dealership or from a private owner or independent lot.
My guess is the OP purchased it from a private individual or independent car lot and not a dealership. This would explain the modification. If the EX was purchased from a Ford Dealership, they would have discovered it during their multi point inspection. If they missed it, they would stand 100% behind installing the proper panel.
