Switch for Factory Fog Lights?

Hi all. Bought my 2000 Expedition Eddie Bauer a few weeks ago and still trying to figure things out on her. For the life of me I can't figure out how to turn on the Factory Fog Lights. I looked through the User Manual and can't find anything there about it. I know they are supposed to work and not just dummy lights because they have wires coming out the back. What am I missing??

After turning the lights on pull the light switch.

Took me months to figure it out on my old SVT contour. Like he said pull the headlight switch out.
