Our local car wash puts a sticker on the OUTSIDE of the windshield with a sensor that opens a gate to enter the car wash. No problem on my old expedition. On the new one they’ve placed the sticker in three different locations (near the inspection sticker, bottom left) and none of them will work. I’ve read about the ez pass placement behind the mirror- but that’s INSIDE. Does this make a difference? Any suggestions?

Put that sticker on the black dotted or blacked out section of the glass around the rearview mirror. Inside or outside shouldn’t matter. The glass could have a metallic coating, which affects the RFID tag or sticker. If that doesn’t work, try sticking on the corner of the front light or plastic. I guess that depends on how big the sticker is.

I was even having trouble with EZ-Pass toll devices reading so I opted for an external tag.

That will work if you have a front plate, but if it's like the ones that mount on the plate they are easily stolen

A lot of newer Fords have that heat coating in the glass and it basically kills the signal.

Look closely, area around the mirror isn't like the rest, that's the sweet spot.
