Wiring Woes

I have a 2000 expy with the 5.4. Tuesday when my wife turned it off and took out the key, the front heater blower came on wide open. As I was not home she took off the neg. bat. cable.
Today when I got home to wok on it, I connected the bat. cable and the blower works correctly.
But, all the items controlled by the #14 fuse are not working. The fuse is good, so what else do I need to check? Thanks<><

By #14 fuse, do you mean the one in the cabin, not #14 in the engine, right?

Rear Wipers, Running Board Lamps,
Battery Saver Relay, Interior Lamp Relay,
Accessory Delay Relay (Power Windows)

How do you know the fuse is good, by sight, or did you test continuity with a multimeter? If you have a new one, throw it in there just to be sure. If not, try maybe swapping with fuse 5 (also a 15 amp fuse).

Yes I checked the #14 fuse in the cabin with a meter; it is good.
After research here I pulled and checked the #5 relay and it was good. I also swapped it with the #4 relay to double check. Then when I put them both back in every thing started working.
So I again removed the battery cable to check it again and when I put the batt.cable back on none all those circuits were again not working.
Why would removing the batt. cable do this now when I had it off for two days when I put in intake gaskets? Thanks<><
