Starting at "off" it is 9 clicks clockwise - put the leads together and it should tone.
The meter provides power when test for continuity. That is the reason you disconnect power in the circuit and disconnect the plug at the cluster. Plus at higher voltages the meter would explode on you.

Please post a pic of the backside of the cluster. There may be a cover that needs to be removed to have access to the board. The white and grey rectangles are the bulb sockets in the attached pic. Yours will be different, this is from a Mustang.

Connect the cluster back up but leave one of the bulbs out. There are two contacts on the board for the bulb. One is powered and the other is ground.
Jumper in place, dimmer set to high, meter on dc volts. Red lead to the contacts while the black lead to a good ground. One side should have power and the other will not. This is to see if the bulbs are getting power. Once you know which side is powered you can test continuity to ground on the other - all bulbs removed to do this. Check for volts dc first just like you would for continuity. If voltage is present do not check for continuity. This is to check if it uses a shared ground on the light circuit.

If you have a bright flashlight shine it in one of the sockets to see what will light up. That way we will know if those are used to illuminate the cluster or indicator lights.

Voltage was present for each of the bulbs, which appear not to be part of the cluster illumination, as two are for the turn signals, one is for the hi-beams, and the other is for the cruise-ON light.

That means they most likely used led's.

Options:
1. Send cluster out for testing/repair - if it is a problem with the cluster and it can be repaired it avoids the dealer cost of a new cluster and/or marrying it to the pcm.

2. See if Pull-A-Part Memphis has a 2004 Navi on the yard. If the price isn't bad it may be worth getting it to test the lighting only. If it works then the dealer would have to marry the cluster and pcm together. If you were to try and start it would think a theft is in progress and shut down the injectors.

3. Use an android tablet and pull the info from the dlc if it is working correctly.

OIC, I will go see if there are any with the Clusters are still inside them! No wonder so many of these Navi's are at the Pic-a-Part type places, they are electrical nightmares of sorts (at least for a novice like me) But, I won't give up now!
