that's because you don't have HID headlights They are for the navigator The service manual covers both the Expy and the Nav

Reply #6 above. Assuming the headlights were turned on for the voltage test.
0 volts on pin 13 connector C2280A

Unless that has changed the FET for the left low beam has been shut down.

OP - does your Expy have daytime running lights?

Thank you all for your time and knowledge.
i finally figured it out.
The replacement bulb that I got had a different wattage than the one in place, and the computer was shutting down that bulb on the low-beam. got two bulbs with correct wattage and all good now.
