Without the Link, the CCD has no reference in Ride. No Matter your setting, it is basically staying it standard valving. It has no reference so it doesn’t think your suspension is changing. You basically have CCD with no benefits of CCD.
If you hooked up the links to adjust for the height change, you would get the ability to change, and it would have reference.
I thought you were leaving the stock links. That would cause issue, unless there is a way to recalibrate the CCD, for a different sensor position.
I have driven a 17 with CCD, and I definitely noticed the difference in settings. 35’s might numb that, but wouldn’t take it away.

Dumb question, does any of this create any form of load leveling for towing, or is that ability long gone?
Nope, CCD is not load leveling.
Last load leveling offered on the Expedition was 2017. Those were NoviMat shocks, that auto load leveled.
I have not seen any mention of that on the 4th Gen.
