Vehicle rocks side to side too much

My 2019 Ford expedition flops around side to side on country roads, especially noticeable at low speeds at intersections. Thought the rear CCD shocks might be the problem but how do I know it's not the control module? Shocks are too expensive to replace without knowing that's the cause.

Yep, my wife had this same issue with her Acadia, so I replaced the sway bars & ****, the issue was gone gone :D
You gotta look underneath my SPP. There are some big swaybars front and rear! There is no sway in mine… you can tell it’s more made for the highway. It rides more like my GT500 or like a sport car in this regard. No boat like feeling or driving like a wet sponge.

Try switching to another mode. CCD equipped Expeditions tend to feel like a boat on wavy roads. I usually change to sport or other modes. Try them and see if it helps. I like sport mode because the steering and suspension are tighter and it gets up and goes better. I don't like the fact that it holds gears longer and will stay in 6th, 7th or 8th gear at 45mph. But I understand why. So, I switch when I'm on crappy or wavy roads, and when my wife is with me, because she hates the spongy feel that I actually love.

Yup, they are big and keep it planted real well.

My SPP is is fully loaded with every option you could get, including HD trailer tow, but doesn’t have CCD. That makes mine extra stiff compared to all the other Expeditions.

Well, like my dad used to say when talking about an other certain subject:

"More cushion for da pushin", hahahaha :D

Step #1: Check to see if any of the struts are leaking. The OEM rear struts on these are prone to gland damage from stroking out. Mine started leaking before 30K miles. If the vehicle is off-roaded, it frequently "tricycles" because the frame is so stiff and the rear suspension down stroke is so limited by the strut stroke. They sway a lot more when the shocks are out of fluid.
