Well it was the resistor. Quick order of the part off amazon solved the day. I will say looking through the service manual there was a section on testing the resistor with an ohm meter but, none of the results that I got were consistent with the service manual.
I can say from my experience it is very likely some think like the resistor as it operates 100% reliable to 90% fan speed. Once I over ride the automatic temp control to 100% it cuts within 1 second. Restart the vehicle fan works immediately. So not a mechanical I would say. I just did not know...
So I have have both the Auto button with up/down buttons to set temperature as well as a fan speed +/- button on the dash. So it looks like I just need to grab one of the OEM with auto temp control on the link above.

I have a 2008 Expedition and the issue I have is with the fan for the heat/ac. When the fan speed control is changed to max the fan will cut out after a few seconds. Keep the speed one notch below max and everything works fine. A restart of the vehicle will get the fan motor working...
