Seems like a lot for a 2wd to me. I do agree with what state/area you are in. You can get 4wd around here for $2500-$4000 all day long. I got mine for free because previous didn't want to put the money into it and it only has 100k on my 2000 XLT sport.
Recalls don't expire, tsb is just a bulletin to help technicians fix common problems that occur. Helps us from wasting a lot of time trying to diagnose something that Ford already knows how to fix. TSB's will only be fixed if you have a warranty.
Ford has tsb for this concern.

I have had customers supply the one piece Champion plugs and most have had problems. I end up putting the Motorcraft plugs to fix properly. The only downside to the new Ford plugs is that they are only going about 40-50K before needing to be replaced again.
