Seems like a lot for a 2wd to me. I do agree with what state/area you are in. You can get 4wd around here for $2500-$4000 all day long. I got mine for free because previous didn't want to put the money into it and it only has 100k on my 2000 XLT sport.
Recalls don't expire, tsb is just a bulletin to help technicians fix common problems that occur. Helps us from wasting a lot of time trying to diagnose something that Ford already knows how to fix. TSB's will only be fixed if you have a warranty.
Ford has tsb for this concern.

I have had customers supply the one piece Champion plugs and most have had problems. I end up putting the Motorcraft plugs to fix properly. The only downside to the new Ford plugs is that they are only going about 40-50K before needing to be replaced again.
You probably have a bad coil. If you have access to a good scan tool you can access mode 6 data and see which cylinder is misfiring even if the check engine light isn't on.
Ford has tsb for new vct solenoids.

In my opinion what you are describing is a normal characteristic of the ac system. On a 90 degree day 45-55 degree discharge temp is what we see all day long on most vehicles. Some vehicles are better then others. I miss the days of R12 when you could get 20 degrees and frost out of the ac system.
It is probably locked up especially since you said it was making noise. It definitely doesn't sound good. I would check oil level/condition to while you are there.
