I would say the jacked up tire rotates a couple inches forward and the same amount backward before the cv joint engages and the axle starts turning (with the opposite tire still on the ground).
There is a loud clunk when we come off the rolled curb at the end of our driveway backing out of the garage onto the street. This loud clunk is what made me start looking at the IWE.
I started by replacing the sway bar end links myself because those are know to fail and are easy to replace...
So are you eluding to the fact that the vacuum is not being applied to the IWE when the car is not running ?

I can rotate my front wheels both directions quite a bit before the CV and front axle starts turning.
Weird part … same for both front wheels.
Is this excessive play / backlash normal ?
It appears to be somewhere within the wheel hub.

I replaced both.
The upgraded front sway bar made the most difference in daily driving, and it significantly reduced body roll in corners and thru bumps.
The upgraded rear sway bar made the biggest difference towing going into corners, especially downhill corners on tight mountain passes...
The right sway bar on your tow vehicle will improve the drivability and traction, help with better cornering and less body roll. When you have your pride and joy travel trailer in tow behind you, better performance from your tow vehicle can be the difference in making it to the campsite or not.
