I also have a 2017 XLT with about 34000 on it. I do get the steam for sure with just about every startup regardless of weather.
I did experience the whining sound a couple of times. Sounded like the turbo spooling up maybe. Definitely made a high pitch fan sound. Again only happened a few times...
