01 expy towing - 2nd gear question

Hey all, question on 2nd gear hauling steep hills. When pulling a 7-8% or greater grade with about 7500lb 2nd gear will not run unlocked, only with torque locked. Is this a heat / clutch protection thing? just sucks because I have to slow way way down and run 1st gear. not so bad on not as steep of hill because it will run unlocked, not get too hot and still in the range i need for rpm and power

5.4, eddie bauer,4r100, 8900lb tow, factory hitch/7 pin, prewired for brake controller
, 9.25 or 9.75 i cant recall

Samething happend too me on my01 lock out OD run in third but would downshift to second on grades I think to keep it in the power band and not burn up clutch in trans

ok, I was thinking perfectly normal. previous tranny max temp was 217 f without towing on a hot day powering up a hill, now I'm at 224 max temp. normal?
