02 wont go into 4WL HELP

Hello all. New member here. Hope to make lots of friends and learn lots of stuff on this site. I have a 2002 Expedition with 5.4 engine. I have had it for about a year. It was my mother-in-laws and was taken very good care of. Since I have owned it, it has NEVER gone into 4 low. I bet she never put it in 4L. I have tried neutral with brake on, then to drive then reverse and nothing. I removed the shift motor and took apart to inspect. All looks good. I connected the wires, my son started it up, put in neutral with foot on brake, I held motor in hand while he turned the control knob from AWD to 4H and the motor turned. But from 4H to 4L it will not turn. From my research, I see 2 possible problems. The shift motor and the GEM module. Could either of these be the problem being that the motor is working, just not for the low. And the GEM controls a lot of things that all seem to be working. Could either still be partially broken? Can the dealer or maybe another shop hook a scanner up to diagnose what the problem is? I don't want to start buying parts in hopes to fix the problem. I am willing to pay for the diagnoses if it is possible. Thanks for any help!!!!!!

Try disconnecting the battery for a couple of minutes. When I bought my 1997, it wouldn't shift. I disconnected the battery for another job and when I connected it started working again.

you may want to check 4WD mode switch/circuitry.
CJB Fuse 23 (10A) and 20 (5A).
OSS sensor.
BPP switch.
Transfer case shift relays.
Transfer case mechanism.
CJB.
GEM.
DTR sensor.

Wanted to update everyone in case someone runs into this at some point... I took it to the dealer and they found "multiple codes". Traced wires to under dash where some wires had backed out of the connector ends. Works like new!!! Thanks for the replies and suggestions....
