1998 expedition wont start

I am having problems getting my Expedition started. I changed starter and replaced battery. It starts to turn over then stops.

re check all you connections make sure you have 12 volts at the battery and that the battery is fully charged

all connections were cleaned and battery was fully charged. ok the vehicle was running fine but had no job and no income so i pulled tags before ins ran out. went to start it but battery was dead. had battery checked and charged battery. still no go. cleaned connections found wire from starter to solenoid gone(fried or rusted) replaced starter, charged battery again, turned key and got a clunk, lights still worked. got a new battery made sure it was fully charged and it tried to turn over it stopped with a clunk. it has been too cold recently to try anything else. i dont know what hydrolocked means.
this is my first ford

Is it hydrolocked? When was the last time you changed the oil? Check fuses and relays, I would guess since it starts to turn over that they are all good but double check anyways. Has it been making any bad noises/conditions leading up to this point? Knocking, pinging, burning oil, etc.

check fuse 21 in the fuse block under the dash if that good check to see if you have voltage going to the starter motor relay you will need to have someone turn the key while you check for voltage Have attached a copy off the 1997 starting circuit it is the same for the 1998 model

do not just look at the fuse Test it with a meter

When it turns over, how far does it rotate - barely moves, 1/4 turn, 1/2 turn etc. Any other sounds - thuds, clunks? Is the ground connection to the engine and chassis corroded?

If your in a salted road state, I would check the resistance of the battery cables or perform a voltage drop test on the starting circuit. Corrosion is resistance and drops the voltage.

Visual inspections will only show obvious faults, the cables and connectors can look fine on the outside but have corrosion inside under the insulation.
