1998 EXPEDITION XLT rough idle

When starting it up in the morning it starts very rough for a few seconds then it idles up this only happens when its real cold out.no codes found . check engine light is not on .

Yup, may have a small leak or crack in it. Mine first started acting like that only when it was cold, then gradually started doing it all the time. The hose crumbled in my fingers at the elbow when I took it off to check. It's a quick easy fix, and a good place to start checking. I would also suggest cleaning your MAF if you haven't don so in a while.
