1999 A/C blows cold out of driver side only

1999 XLT EXPY a/c only blows cold air out of driver side vents and blows warm air out of passenger side vents...Is there a blend door actuator that controls the air for the left and right side?

There is on the EATC if it has dual zones. On the manual style there shouldn't be one.

It has front and rear a/c but no climate control....
