2001 expy hard to shift out of park to foward or reverse

sometimes i have to push really hard on the brake pedal to shift from park to foward or reverse. this only happens once in a while and it dose not seem to matter if im parked on a incline, level ground or with the tires against the curb or not.
any ideas?
