2001 Ford Expedition.

New here and need help.
Vehicle failed inspection for 3rd brake light not working (high light) I dunno?
Changed the bulbs and the fuse.
Now light does work when brakes are depressed. I just need to know when else it SHOULD come on
i.e. when lights are on? - using Hazard light?. I really have looked all over and can find nothing to tell anything as to the usage of this light except for when braking...Anything to point in the right direction will be appreciated

If I read correctly, it sounds like you fixed it.
Its a brake light. It comes on only when you press the brake pedal. Never any other time.

Go back to inspection station.

Gets me to thinking. Can the third brake light be replaced with a flashing LED like some of the service vehicles? May save someone from running into my rear end while texting. If not there how about after market hitch receiver cover?

In NY state, it is hard to find a fair inspection station. Most important is the emissions. If there is a CEL, pending code or monitor not ready, you will fail. The second money maker is the dreaded, never used emergency brake. Two years ago, the inspector, stood on my E-brake pedal. It held but would not release. I had to crawl under it and hammer it off with a bar on lever. The following year, I told the new shop ahead of time, they would have to do this. They said it was no big deal, as long as it works. I don't think they even bothered to check it. I have also seen an inspector "fail" for a 1/8" fray in wiper blade and a bad license plate bulb.
