98, 4x4 doesn't work

When I switch to to awd, 4 low or high nothing happens. The dash lights work. One time before it work briefly but quit.

The motor that engages the 4X4 in the transfer case goes bad sometimes in the fords. Usually the motor or the wiring to it. The fact the dash lights come on would tell you that the switch itself should be fine, so you need to go farther down and check the motor since it is not engaging any 4X4 range.

Likely the motor, if the A4WD doesnt work maybe check for a junk ground on the transfer case.
