98 expedition xlt temp gauge issue

Hey guys I'm new to the forum and have an issue with my 4.6 expedition
I got it and it wasn't reading on temp gauge it just stayed cold so I
Went ahead and replaced thermostat coolant temp sensor and cyl head temp sensor
And still sits on cold doesn't move I'm at a loss any input would be very helpful..

I also tried a jumper across the plug and it jumps all the way to hot so the gauge on the cluster is getting signal so I'm hoping it was just a defective temp sensor I'm getting a new one later and i hope it works. I will post my results. Any input will still be helpful until then
