It depends. I take it it's not engaging? If it is, just turn on max AC, on high, with the windows down.
If it isn't, it could be for a couple of reasons. If you don't have enough refrigerant, the low pressure switch will prevent it from engaging. Jumping the pins should force to bypass the switch, though you shouldn't do it for very long (just long enough to see if that is the cause.) This is to prevent lack of lubrication.
If there's too high of a pressure, the high pressure switch will prevent it from operating. I'd imagine jumping this will also bypass this, but as with the other one, you want to limit this. This is done so as to prevent excess pressure from forming in the system.
