-replaced starter with new one... still just clicks
-check solenoid on the firewall... check out okay
-all wiring appears in good order
-get continuity at every point in the starter circuit

Use a meter to check voltages into and out of the starter relay mounted on the firewall. Then check voltage drop on both sides of the starter circuit.
Or do the redneck test - jump the two large terminals on the same relay. If the starter spins then the contacts inside the relay are shot. Expect some sparking when you jump & use an old wrench or screw driver.

Do you have a dmm or voltmeter?
How was the battery tested?
What is the current battery voltage.
How did you check the solenoid/starter relay?

In his case if the crank sensor is bad the starter would still turn the engine over. From his posts he is implying the starter isn't doing anything.

battery tested at two different vendors; showed 12+ volts and plenty of CCA's
both old starter and a new one tested, both operated when placed on test stand-put the old one back in and returned the new one for a refund...

well, it's usually the last place you look where you find the problem. main hot wire from the battery down to the starter had a short or failure!
thanks for the helpful suggestions!

Glad you found it. A short would be seen as burned insulation where it made contact to ground. Internal failure would have shown up during a voltage drop test.

The reason that its usually the last place you look is because once you find the problem you don't have to look no further

Only thing left is then to fix it
