What if you pull out the bulbs and run a heat gun or hair dryer in there to dry it out?

I have Halo Projector Headlights, bought of of Ebay, and they fog up all the time. I take the turn signal bulb out, because the turn signal and the headlight are all one unit, and use a hair dryer and a halogen work light pointed directally at it to heat it up. It works pretty fast depending on how much moisture is in there. Make sure you get all the moisture out or you find yourself doing it all over again.
