You can't put LED bulbs in a reflector housing that uses halogens because the light won't be focused correctly. A fog light is meant to have a wide beam spread with all the light being concentrated on the road ahead but not far down the road. Also, are your lenses clear or are they hazed from wear and tear, UV damage, etc.
If the lenses are not clear the light will be scattered and possibly shine in opposing drivers eyes.
Look at the Hella or Bosche lighting websites and you'll see the fog light beam patterns.
If you use the LEDs you're not putting the light where it needs to be. One last note, fog lights are meant to be used in fog. If you want more light down the road get driving or spot lights.
Here's a pic of my 2017, I removed the LED housing and added Hella fogs under the bumper and also added Hella pencil beam spots behind the grill, both of these use halogen bulbs. The OEM fog holes have a small mesh grill in them.
