Headlight issue

I have a 99 and for almost three yrs my headlights haven't been working right
it started one day the one headlight blew out so I replaced the bulbs and only one headlight came on. The only way for both to come on was for me to put them on high beam. This is getting old I want to fix the problem jus can't figure out how to do it or where to start any info will help thanks guys
