How to get Oil Undercoating to stay

Undercoated my expy with oil before winter really hits here in Michigan.
But its not staying and cannot drive down a dirt road because the grounds all frozen here so no dust on the dirt roads.
Any tips?

I use Rust Check, the company's product is no drip. so it stays in place.

I found that oil doesn't last very long.
