Have you resolved this? I'm experiencing the same. I have vacuum at the hubs, replaced the bearings (one did need replaced) and went ahead and replaced the actuators (230k miles). I can't find a vacuum leak but suspect I'm not getting the 20-22 lbs at the hubs like needed. I plan to pick up a vacuum gauge but haven't done so yet. Came across this thread on a hunt on how to find vacuum leaks.
Somewhat, but not fully fixed yet, I’m thinking it must be the check valves or bad wheel ends, once I can put time into it I will post on this bread about what the fix was for me

I made a smoke can and checked my vacuum with it and found my EGR valve is leaking pretty bad, even at the gasket. I'll do that this weekend and see.
