I have a 2000 expo Eddie Bauer 4.6 that has been through 6 fuel pumps in less than a year only one has completely quit all the others when first installed run like a champ but within a month or so the expo does not want to accelerate above 2000 rpm it just boggs like not enough fuel or to much and sometimes will even shoot fire out of the tail pipes if you try to push it to hard is the fuel pump really the problem or should I be looking at other things this always goes away when a new pump is installed and the expo has no fuel pump driver that I can find everyone tells me that's the problem but it is no where to be seen any help is appreciated

I would be looking elsewhere.
Rather than replacing fuel pumps you should take the time to troubleshoot the fuel system especially since you state "sometimes will even shoot fire out of the tail pipes"

When was the last time you checked fuel pressure??
When was the fuel filter changed??

You do not have a FPDM on the 2000 expedition However the FP is controlled by the PCM

Six fuel pumps and it still isn't fixed.... You could have bought a decent meter and pressure gauge for the investment.

I'm assuming that the pumps were not junk yard pumps and were new units.

Yes all pumps were new not junkyard or reman luckly O'Reilly has been great about the warranty the fuel pressure has been in range when checked at the dealer ship filters were changed one week after the pump's so the old one could catch any dirt that made it's way into the tank while the pump was being installed every one that has checked it out ends up scratching there head I am almost certain it's not the pump but can't figure out why a new pump makes the problem go away for a short while

Could it be in the PCM I had the notorious leaking windshield when I first bought it when it would rain hard it would try to crank on it's own heater or AC would cout on headlights would turn on by themselves that would all last till it dried out good but has not happened since I had the windshield replaced

You mention dealership Was that a Ford dealer or other dealer.

I have never had a fuel pump fail although I did replace my current pump but that was due to a faulty Sender unit.

I would check the complete fuel system Fuel pressure regulator Fuel injectors and Fuel tank pressure sensor.

When you replaced a pump did you have the bad pump tested for pressure to make certain that it was not maintaining correct pressure?

In addition to what has been said, I would recommend checking the fuel tank vent. If the fuel tank can't breathe, the pump will be starved for fuel and burn up even if you have a full tank. When it is acting up, take the fuel cap off and see if you have a large whoosh of vacuum entering the fill.
