Thanks for the information. I'm working with a "Ford Expert" on Just Answer.com
He's walking me thru some additional steps. He doesn't believe it's the instrument cluster. He just had me test power at pin 3 of C270g with key in the Run position. C270g is one of the plugs that comes into the fuse box. I'm not getting any power at pin 3, so no power is coming to some of the fuses.

As I stated earlier I feel your problem is either in the Fuse block, inst cluster or the delay relay or any combination of the three based on the information that has been provided.
If you were to look at the prints you would see that pin 3 of C270g does indeed feed certain fuses, so the statement "C270g is one of the plugs that comes into the fuse box" is correct. But you also need to realize that pin 3 gets it power from the "hot at all times" Bus in the fuse block thru the Ignition switch when the switch is in the run or start position. What the "Ford Expert" should also have you do is to go to connector C250 which is at the Ignition switch and check to see if you have 12 volts at pin 1 on the switch. SEE the attached prints 13-14 and 13-16. If you have voltage at pin 1 when in start or run then the problem is in the wiring harness from the Ign Switch to the fuse block. But if you don't have voltage at pin 1 then the problem could be the Ign Switch or the circuit before the switch
Since I am no expert on automotive electrical systems and rather than trying to add more confusion to your problem since your dealing with a "Ford Expert" I am going to step back into the shadows here and let you continus with "Just Answer.com"
