Passenger door locked with safety latch on

I have a 2006 expe and my drivers side passenger door won't open. It gets worse with it child safty lock is on.
Does anyone know how to get the door open when this happens? I've heard that I'll need to cut the inside door liner to get to it and open to fix. Is that true or will a tool like a slim jim work to open it.

This happened on my 2003.. I was able to pull the door panel off to get to inside of the door with the door closed.
