please help brake issues

on my wife's expedition it has a problem of the brake pedal goin to the floor and the brakes becoming super sensitive like its doing a panic stop have replaced master cylinder twice and has not fixed the problem i have tried pulling the fuses for the abs still did it any ideas btw its a 04 4.6 non stability control

How did you bleed the system? It is possible to trap air in the abs module which would give you the soft pedal.

We did a pressurized bleed and used the computer to bleedthe pump
